Whether you need a visa depends on your passport nationality, not your UAE residency. Your UAE residence visa lets you apply from here rather than your home country — but it doesn't replace a Schengen visa.
Indian, Filipino, Pakistani, Bangladeshi, Egyptian and most other passport holders need a France Schengen visa, applied from the UAE with valid residency.
